PURPOSE OF THE JOB:
To provide technical assessment and advice to the Local Planning Authority on the suitability of
surface water drainage proposals for new development on behalf of the Lead Local Flood
Authority. This will include assisting with the implementation of new developments in the London
Borough of Hackney to ensure that additional benefits of flood risk management can be realised
as part of the delivery of surface water drainage in the Borough.
Key Accountabilities
1) To contribute to the development and delivery of the service and its statutory
functions.
2) To ensure that any advice given or recommendations made have full and proper
regard for the Council policies, standards and relevant legislation and or guidance.
3) To be proactive in adding value to the services delivered by developing and assist in
adding value and providing customer-focussed standards in a regulatory environment.
4) In conjunction with the Senior Engineer put into practical operation the key objectives
of the Council and the service in relation to flood risk, drainage and/or highway
engineering issues and related matters.
5) To ensure that duties are carried out in accordance with Council's policies and
procedures.
6) To ensure that any administrative and technical procedures are complied with in
accordance with our responsibilities under the relevant Acts and Regulations.
7) To ensure that all work outcomes are of a sufficiently high standard and compliant with
our quality measurement systems.
8) To take part in effective consultation and liaison exercises in order to facilitate the
effective involvement of local interest and statutory bodies and other Council services
in regards to highway infrastructure projects.
9) To assist in providing professional guidance as and when required on the
interpretation of the statutory and legislative provisions that impact on the services we
provide as Highway and Engineering section. To attend and engage in
correspondence and discussions with the public, Council Officers and other
appropriate parties as and when required.
10) To make best use of the IT resources available in order to fulfil the requirements of
your role and meet the various needs of the service.
11) To work with and support the Senior Engineer in the planning, programming,
designing and implementing items from the teams work programmes as well as
specific projects. Ensuring that they are completed on time and in line with the
Council's policies and objectives.
12) To be accountable to the Senior Engineer for achieving agreed service outcomes and
personal appraisal targets.
13) To undertake appropriate training and or academic qualifications in order to develop
your skills base in order that the post holder can undertake their duties at the higher
level.
14) To actively participate in ensuring that the quality of service provided by the team and
associated contractors is of the highest quality within resources.
15) To assist in the design, consultation and implementation of schemes.
16) To assist with Site surveys and other means of data collection, analysis etc.
17) To assist with the preparation of drawings, reports, consultation documents etc.
18) Any other duties commensurate with the post and grade rate as directed.
Skills and Abilities

Knowledge
1) To have an awareness and understanding of diversity issues as they impact on the
work of the section and your responsibilities as an officer and a representative of the
Council.
2) An understanding of the Flood and Water Management Act 2010, duties falling to
Lead Local Flood Authorities.
3) Knowledge of flood and water related law, policy and guidance.
4) Able to understand plans and drawings and other relevant technical information
related to the team's projects and functions.
5) An understanding of all sources of flooding
6) An understanding of drainage proposals and engineering drawings and calculations7) An understanding of surface water drainage management techniques and relevant
best practice guidance
8) Knowledge of Sustainable Drainage Systems (SuDS) design, operation, techniques
and safe working practice during SuDS installations
9) An understanding of the planning processes
Work Related Experience
1) An understanding of or experience of providing service for local planning authority and
being accountable for those services
2) An understanding of or experience of flooding and sustainable drainage, civil and
highway engineering, as appropriate within the urban environment
Qualifications
1) A qualification in civil Engineering, Environmental Engineering or related subjects and
membership of, or eligibility for membership of, a relevant professional body (ICE,
